The S-180/MTA-4 is the shelter of the Telephone Switching and Connecting Goup AN~MTA-4, part of the Manual Telephone Switching Central AN~MTC-1. It is a modified S-141/G Shelter.
The shelter on the photographs is still a S-180/MTA-4 apparently modified to MTA-4A standards:
